What Counts as Illegal Eviction
Any attempt to remove a tenant from their home without following the lawful possession process is illegal — regardless of what the landlord believes they are entitled to do.
Forcible Removal
Physically removing a tenant or their belongings without a lawful court order.
Lockout
Changing locks, blocking access, or preventing a tenant from entering their home without due process.
Utility Cut-Off
Deliberately disconnecting water, electricity, or other utilities to force a tenant out.
Threats & Harassment
Using threats, intimidation, or coercion to pressure a tenant to vacate.
Removal of Belongings
Taking, destroying, or disposing of a tenant's property without lawful authority.
No Notice Eviction
Attempting to remove a tenant without serving the legally required written notice.
Tenant Protection Rapid Response Unit (TPRRU)
The TPRRU is a dedicated unit within the RCD responsible for responding to urgent tenant protection situations — including illegal evictions, lockouts, and harassment. The unit coordinates with police and regional offices to intervene quickly in cases of immediate harm.

Police–Rent Control Joint Enforcement Protocols (PRCEP)
PRCEP establishes the framework for joint enforcement between the Ghana Police Service and the Rent Control Department. It ensures that police assistance in housing matters supports lawful enforcement — not unlawful eviction. Any police officer facilitating an illegal eviction can be reported through the RCD Integrity channel.
- —Police may only assist with evictions supported by a valid court or departmental order

- —Officers facilitating unlawful evictions can be reported via /integrity
- —PRCEP training is conducted for police in all regions with active RCD offices
